autumn if they are bare rooted, any time when the ground is not frozen or waterlogged if bought in a pot
You can plant them by seed in open ground from now in seed beds and then transplant them into their flowering position in Autumn about six inches apart if you pinch the growing tip out it makes a bushier plant then they should start flowering next April , May and June just before your summer bedding plants start . You can keep them and they'll flower every year but they get very woody and you may have summer bedding plants to go in their place when they finish flowering
