After drastically being cut back 3 years ago my magnolia tree is now even taller tan it was then. I intend to get it cut back again and wonder when is he best time to do this

Pruning just after the flowers have died off is recommended, with a second pruning in mid-summer. I shouldn't leave it much later than now.
Don't know if you have a late or early flowering variety but the general advice is to prune them after flowering, removing dead wood and unwanted branches.

Not a tree that really needs pruning unless its outgrown its space.
