Paint peeling

I've recently painted my bedroom.  When I removed the masking tape on the ceiling it took away the paint with it.  I then sanded the edges, then painted over - hours later it started to peel off again at the edges of the 'old' paint - I've heard of using PVA, then a primer on it, then emulsion.  Is this the way forward?

I once had a similar experience. It turned out to be the paint. It was a cheap own label emulsion, and it formed a kind of plastic "skin", which could be peeled off. When i overpained it, with a decent brand, the result was fine. I was well pi$$ed off I can tell you. For info it was B&Q Economy Emulsion.
