Lining Paper

Can someone help i have put lining paper on my wall 1400 grade ready for painting , but some of it keeps coming away i have put more paste on as well, ?what can i do please ....... plus someone said i can put light filler on the paper after i have Emulsion to fill in the gaps.is this true thanks.

Squeeze a little bit of "overlap adhesive" under the paper, work it back away from the edge first, then work it towards the edge, so as to clear the excess.
Yes, you can apply filler to the joins after they have been painted. But don't use
a filler mix that is too wet, and don't leave too much filler on the surface. A light brush over with some very 'fine' sand/glass paper...is all that should be required.
