We've had a sink moved and there is a smear of sealant left on the tiles, does anyone know how to remove this, I have tried scraping it with a razor blade, but it's still left a smear behind.

go to a diy store and buy some sealant dissolver.

Either that or see if you have any WD-40 spray lubricant… it'll do the job for you...
