Re-Felting A Garden Shed

The felt on my garden shed has come adrift, but it's mostly intact. I have some roofing felt to re-cover the roof, but what i would like to know is, Should I put the new felt over the old, or should I remove the old felt altogether?

For the time it takes Bert, replace the lot, an 8x6 would take about a couple of hours.
Removing the old felt allows you to thoroughly check the integrity of the panels underneath it, so that's the way to go.
