Presuming you are British internal structures include local councils, local police force and other similar groups. Might also include voluntary groups such a Samaritons. You would need to explain some detail about how the local populations are helped by these groups and how rules etc are laid down....particularly by councils. ghope that makes sense...I would start with councils if this was my home work...
