This seems to be a recent thing. Bram Stoker's novel, Dracula, had the lead character able to transform into a wolf at will.

might not be much help but watch the film "VAN HELSING" starring hugh jackman. it explains that dracula (the 1st vampire) using werewolves as a slave. but he controls the werewolfs becuase he can only die at the hands of a werewolf but he is immortal to everyone else.
