Given the total absence of any reference to any such official app (under 'How do I know if I've won?') on the Health Lottery website, it would appear that the answer to your question is 'No':

Googling for 'health lottery app' does find an app (with versions for both Android and iOS) from the independent lottery website lottery.co.uk, but the reviews are terrible.
