Friend in Canada says SR flour not available there. What do they add to plain flour to get the same effect?

baking powder, i teaspoon to every 4ozs of flour should do it...................

Hi margie, she needs to add a teaspoonful of baking powder to every 4ozs of flour to get the same effect, then it should be fine!
do they not get baking/cake flour or the same as?
Tell your friend to buy some 'all purpose' flour. PS: I live in Ontario.
