What is the "proper" name for those little chef hat type things that go on the ends of the bones on racks of meat?

I just thought they were called (paper) hats, that's what the local farm shop butcher called them the other day too!

My husband is INSISTENT that there is a proper name for them other than "paper hats" or "paper frills".

according to my bible from catering college days they are called 'cutlet frills'
I too went to catering college and know them as cutlet frills
