Sunday Telegraph - Figure It Out - "password Permutations"

In the explanatory workings of the answer to this question, the setter has discounted the numbers 30, 60 and 90 from the calculations. Why?

The numbers 03, 06 and 09 were also removed, presumably because they are considered to be single digit numbers, but why were 30, 60 and 90 removed?

Is the number "0" not considered a digit?

Thankyou - but I am still none the wiser as living abroad I do not have the Telegraph to look up the puzzle. Could someone please type out the puzzle or alternatively add a link, if it is on-line. Thankyou!

Sorry, I can't find any free link. The ST on-line is behind a paywall and so presumably the puzzle is copyright protected.
