Because of strict regulations on ingredients since the 1500s, and emphasis on quality before quantity.

The UK has never been big on brewing this style of beer - thats pretty much the only reason. Sure Germany have the purity laws as posted above but they'd be pretty easy to adopt something similar in the UK as well.
