German adoptions?

I have a friend whose parents were/are German. She came to this country in 1956 and knows that she has a brother who was also adopted and has never met. She has gone through the official German channels but has been refused help because the adoptive parents had asked for the details to be withheld. Anyone have any idea where I could start looking on her behalf? We know that a lot of german children were adopted by American as well as British families so don't know where to look first? TIA

Hi,Can you clarify what she's trying to do please? Is she trying to trace her birth parents or her brother who was adopted, or both? I have no personal knowledge of German adoption laws myself, but my ex wife has married a German guy whose ex gf is a social worker ( complicated I know but she's a nice woman) in Germany so she might be able to offer advice.I do know that each state n Germany is a seperate thing and has seperate rules as well on most everything, so if you have any idea of where it might help a lot.
