confused about child tax credit

I know the tax credit system goes on what was earnt in the previous tax year but how is this fair im confused. I had to fill out income for apr 07 to 08 tax year but in that tax year i earnt way more than i am now but as it goes on that tax year does that mean i wont get what i should do until next tax year april 09?

Why don't you give them a ring and ask? I've always found them to be very helpful.
You say you are earning less this year than last,if that's because of a change of job,less hours or loss of overtime for example then it's a change of circumstances
They will need this income so an amendment can be done,so ring them and they will adjust the award if needed
I've always found the staff helpful even if the whole system is a little confusing. I rang them in April to inform them that I had had a pay rise. They then INCREASED my child tax credits (not my working tax credits) from �11 a week to �40 a week. I was baffled. A few months later I rang them to say my son was now 18 and they, quite rightly, stopped my money and then told me I owe them �170.
