How to remove heavy duty velcro from PVC window frames

I want to attach some pet mesh to stop the cat from falling out of the window. At the moment I have one window covered and I've used gaffer tape which is effective but unsightly.
If I use heavy duty velcro and then need to remove it,
a) how can I do so?
b) will it damage the window frame?
If anyone knows a supplier of cheap pet mesh i should also be grateful!

I our apartment in Turkey we have mesh fly screens on all opening windows.
The mesh is fitted into a simple UPVC frame that sits in corners screwed to the frame. They fit by lifting up and dropping the bottom in place.
Not seen them here but maybe?
Just thought... That will not work here as in Turkey windows open IN so the mesh would need to be on the inside. Well, it would work but maybe not look so good.
