Official Receiver - Can I complain??? and who to???

I have just received a copy of my signed IP Agreement from the O.R. Page 2 is where you sign it and put your address.
They have also attached (I presume in error) a copy of somebody elses, 2nd page with name and address on. I thought it was all supposed to be confidential?
They have messed me about in other ways as well. Have I the right to complain and who would it be to.
