question regarding rent

hi im reading up on some prices of rent for shop property. It states that the rent is �18,000pax, but the rates payable (2007/2008) is �5,733. So what amount would I actually pay? Also, i know what pa means but what does it mean with the x?

Pax means per annum exclusive.

So it does not include rates or service charges, if applicable.

So in this case, �23,733 pa.
