When I googled CAB just now the top of the list said "Citizen Advice -debt" and it was a loan company, which seems to me to be nearly fraud. The real CAB is here
www.citizensadvice.org.uk/

What can be done to stop them or warn people?

It is Google which determines the list order for results of a search and it is Googles policy to place "relevant" Sponsored Links (i.e. adverts) at the top of the page (albeit against a shaded background) as well as down the right-hand side of the results list.
I think most people are bright enough to recognise that's not the CAB. I mean, their website address is "debtbreak.com"
