Only at the library - they may ban you from further borrowing until you have paid up +=)

If the debt is big enough and your council try to recover the debt it could affect your rating.

Mostly this is too expensive - it would cost more than the value of the books.

Most libraries have an amnesty week - you can return your books without paying the fines.
