If I am the executor and trustee and beneficiary of my father's estate can someone transfer my father's shares to someone else or can he only give them to me legally

who is the "someone" who appears to hold sway over the shares?

The person who holds sway over the shares is someone we gave power of attorney to but this poa finished when my father passed away

Yes I am the beneficiary of the shares and I am in the UK

In that case, not he can't 

We're the shares given away before your father died? If so they do not firm pay of the estate even if they are mentioned in the will

The POA of attorney stopped when your father died. The estate is now nothing to do with them and it's up to the executors to deal with it.
