I'd say so.

I used to decorate lots of houses for a local landlord. He described himself as a 'paper millionaire'.

I'd say total net assets > £1m would = millionaire, yes. Very common these days not much to shout about.

I wouldn't include assets in my definition of millionaire.  Lots of people are property rich with no money to spend.

There are over a dozen UK BILLIONARES (dunno about the royals) and the richest is 107th in the world.
