Will an American company based in the UK or a British company based in the US have to pay the new tariff?

If they import in to the US, yes.

I would imagine the US company would pay it then reclaim it via their tax return and the British one would have to pay it as they are importing goods into the US.

An American company operating soley in the UK and not exporting to the US no.

A British owned company operating in the US and exporting tothe UK may already pay tariffs.  Wont change.

A US company owns shares in Aston Martin - they export a large number of cars to the US.  They will certainly be subjected to the tariff

They will, but I doubt someone spending ove £150K on a motor will worry about a bit more.  For those sort of cars money isnt the issue.  

Anyway isnt there a big waiting list for them?

Yes there is but not as long as it used to - 6 to 12 months instead of 3+ years.

Still a long wait for delivery of depreciation though.

Some years ago a chap I knew ordered an Aston Martin, paid a very large deposit.

When it was ready he sold his place in the queue and made a hefty profit.  Don't know if that would be possible today
