How much money earns a election observer abroad, i.e. a German member of parliament in Kazakhstan? All costs included.

Most election observers are seconded by their own governments, so they're already employed in some way by those governments (and therefore in receipt of salaries for their regular work).

The government which seconds them isn't obliged to pay them any extra money for observing the election, as they're simply doing so in place of their regular work. However that government is responsible for meeting all bona fide expenses incurred by the observer.
