Why can a postal order only be bought with cash?

Because PO would be a very good way to get cash from stolen cheques and cards.
Also, the Post Office have the view that only people who don't have bank accounts buy them. They haven't thought about the fact that people who do have bank accounts buy them to send to people who don't!
