childrens account set up by grandparent

a grandparent set up a savings account for my children in their names for when they reached 18, due to family circumstances we no longer see this grandparent, he recently wrote to one of the grandchildren and said that he would hand over the account on her 18th birthday, she wrote back with her account details and waited for the account to be handed over. A few weeks later he wrote and said he had given the money to charity and had gift aided this for tax purposes, he has several other accounts which are open like this for other grandchildren who will also miss out on the savings that have been put by for them, is there anything we can do to stop this happening again and get the money handed over to the children. whilst we agree with giving to charity it should have been down to the grandchilds choice on what to give and how much. With unversity looming the granchild would have liked to use some of the money for this. does anyone know what we can do as we feel as though he has been rumming these accounts for his own tax purposes
