Hi
What would be the average weight for an average woman to do with dumbbell curls, e.g. 4x12 reps? These are free weights

I would think 2kg.
Are you toning or building your biceps, toning 2 kg, building as much as you can go without straining so 5 to 7.5 should be plenty.

It was for a friends girlfriend, she wanted stronger arms
1 use 2.5kg x2. When I do overhead tricep extensions I use both together.
I had to actually look I do 5kg.
I can easily do 7.5, but prefer not to use free weights. I am pretty strong anyway and have to be careful as I build muscle quite quickly. So for me it will all be about adding reps.
