Well no, because they didn't manage to carry it through. I'd be very very angry about the intentions though and would make my decision based on that.

The intent was there, next time the other person may be willing to be kissed it is only because the would be kisser was turned down that nothing happened,.
Cheating, for me, is any kind of sexual contact including passionate kissing.

Some people define cyber sex as cheating even though no physical contact is made, so on that principle yes its cheating as the intention was there. If he feels the need to kiss another woman then I'd say go ahead mate and drop him . Depends where you are in the relationship though really.

We may have the urge to kiss someone and regret it as that crosses the line in the relationship we're in. Come clean with your partner and then it is no longer cheating. Cheating is doing things behind the other one's back.
