Building muscle or not?

I have recently lost nearly 2 stone and have approx half stone to go to hit my target of 9 stones. I am really happy with the way I look in clothes and almost feel the same in underwear too but there are just a few problem areas that fall short of the perfectly toned body I want! I am really struggling to tone my inner thighs and do alot of exercise for this particular area but I have now noticed that although they are taking shape they are still not slimming down and I wondered is this because I am building muscle over fat? Should I cut down on focusing on this area or stop altogether or if I keep targeting it will it eventually start to slim down? I don't know what to do for the best. PS I do follow a low fat healthy diet and walk absolutely everywhere as well as doing a exercise dvd so my legs certainly get alot of exercise

You can't build muscle over fat. Fat is the layer between skin and muscle. You may well be overdeveloping your thigh muscles, which would make them appear larger but should be firm.

I would cut back on target exercising, but keep with the healthy diet and walking.
unfortunately you can not choose where the fat comes off when you are exercising. It may take a little longer to reduce it from certain areas and it possibly will not reduce to the extent you are looking for.

We are all different shapes and sizes and can not always achieve the airbrushed models figure you see in the mags.

Also muscle weighs more than fat so if you over exercise one area and build muscle it will take you longer to get to your target weight.

well done for loosing 2 stone though!!
