When its cold, why do nipples get bigger and winky's shrink?

Actually, both are contracting with cold. When nipples get cold, they contract, (this is what makes them stick out more) thus protecting the milk ducts
And winkies contract upwards and inwards towards the body in order to try and stay warm (from the body's heat). Anything "prodtruding" is at risk of the cold elements!
and if you want to have bigger nipples in the summer when it's warmer (hopefully) then Ann Summers sell latex stick-on nipples for �9.99.. enjoy!!
