Advise from a dentist please

My sister in law is having infections and pain from back of one of her teeth, she has her widom teeth out a year ago, the dentist seemed to think he may have left some bone in but results showed that they hadn't, xray results have revealed a white cloudy patch, but they have had to send the results back for some reason....

I;m sure I was told white cloudy areas are just decay ...Is this correct...

She's worried

Just to clarify - sorry - they have said the cloudy patch is in the bone ?
