My friend told me about this system of renting a flat where you pay a tiny fraction of what you would normally pay, while the owner looks for long term tenants or the place is under construction. Does anyone have the slightest idea of what I'm talking about and if so, could you point me in the direction of a relevant website?

There was an article in the society pages of the guardian in april/may 2004 about this. Its a managment company who looks after commercial buildings. As a tenant you pay no rent but you property sit and thus reduce the risk of vandalism, burglary and squatting. Try typing commercial property sitting into google.
