So how much would a Legal Expense policy cost? It's a monthly payment right? And who would I get it from? The local bank?

Have a look in Yellow Pages or on the net and see which insurance companies offer it. Not sure how much the premiums would be on a stand alone policy, obviously depends on the level of cover you want; �1 or �2m is usually more than enough. LE cover is usually offered as an add-on to car insurance or house contents insurance and works out cheaper this way so if you have either of these types of insurance, chances are you may already have LE cover without realising it or at least can have it added on. I pay about �15 or �20 extra for my car insurance per year to have LE cover added on, to give you an idea of cost.
you should also check your current insurances for instance some contents cover also provides a small section for Legal Expenses. Hav eyou checked out the London Cycling Campaihn website? they have free TP insurance to members as I recall.
