Does anyone have any knowledge, my brother in law, has 4 but they don't seem to do much about them, just keep scanning, him every so often, they checked to see if there was cancer anywhere else in his body, and luckily there, wasn't so are saying these tumors are primary, (I think I heard that right)

Some types are incredibly slow growing and as treatment carries varying degrees of risk observation is often the first line option. Many brain tumours are benign, and unlikely to spread elsewhere although they will probably eventually cause symptoms. The other thing is some treatments especially radiotherapy are a once only option, so waiting until it's really the only option makes a lot of sense.
