its called an intention movement. the person in question is repeatedly starting to move away from their current position. maybe they are nervous or just have somewherre they would rather be.
I think its a sign of agitation and impatience

Do keep in mind the fact that there is something called ''restless leg syndrome'' (NO I am not joking) and it causes the sufferers to have exactly the effect you asked about.

Restless legs syndrome (RLS) is a neurological disorder characterized by unpleasant sensations in the legs and an uncontrollable urge to move when at rest in an effort to relieve these feelings. RLS sensations are often described by people as burning, creeping, tugging, or like insects crawling inside the legs. Often called paresthesias (abnormal sensations) or dysesthesias (unpleasant abnormal sensations), the sensations range in severity from uncomfortable to irritating to painful.

The most distinctive or unusual aspect of the condition is that lying down and trying to relax activates the symptoms. As a result, most people with RLS have difficulty falling asleep and staying asleep. Left untreated, the condition causes exhaustion and daytime fatigue. Many people with RLS report that their job, personal relations, and activities of daily living are strongly affected as a result of their exhaustion. They are often unable to concentrate, have impaired memory, or fail to accomplish daily tasks.

i often find myself jiggling my foot when I'm a bit bored - i guess like boobesque says, when i would rather be somewhere else. I also find myself doing it when I'm in (minor) pain somewhere else in my body - especially period pains. maybe it distracts me, I'm not sure, it is almost involuntary. it certainly drives my boyfriend to distraction when i do it in bed.
I have a friend who is constantly jiggling. But he is like that as a person- does everything at top speed, cannot stop talking, is very skinny due to constantly burning off energy etc. I think some people are just like that!
Hi scarlett, your friends doesn't have eyeballs that are a bit protruding do they ? If so that would sound like overactive thyroid gland problems.
No, actually he wears glasses and his eyes are so tiny they are hardly there! Like a mole!!
