There are websites but they all seem to involve paying a fee, I don't if they are legitimate or not. Any advice please?

I guess they recruit extras locally - so find out where films are being made & go there.
You might have to sign with an agency and there could be a fee involved. Check in paper like The Stage
Try local papers, they sometimes we decide If they need large numbers, or The Stage, in the small ads. You could try a mailshot to any production companies in your area.
