Is it any different to wearing perfume or aftershave
Well I certainly wouldn't use one for those reasons, it is common sense to me that breathing in anything unecessarily is to be avoided.

Hi maggie01 some people do get allergic rashes to certain perfumes or aftershaves I myself react to some perfumes and air refreshers by ending up with a stuffy or runny nose.
I don't know about them being a health hazard but I've certainly heard from many sources that these plug in air freshers are a FIRE hazard, and are alleged to have been the sources of several serious house fires. Apparently the plastic used is thinner than the material used in the conventional electrical plug. It can overheat and melt. A relative of mine in the Fire Service advised me NEVER to use one of these things so I'm listenng to the experts.
