It suggests that your left eye focusses better through the top part of the lens in your specs and your right eye focusses better through the lower part of the lens. That, in turn, suggests that there's a degree of astigmatism in your vision which your current prescription from your optician hasn't fully corrected. Mention it next time you get your eyes checked.
If your glasses are relatively new, I would take them back and complain.

If you get no joy, change opticians.

But i'm still looking through the same spot on the lens , when i tilt my head
What about tilting your glasses instead. It will save wear and tear on your neck. :-)
Could they be vari-focal lenses that haven't been correctly fitted?
Go back to the Opticians.......the pupil distance hasn't been measured correctly OR the glasses are not fitting properly.
