really dry lips

the last few days I've had really dry lips and I can't seem to make them better, I've tried various lipbalms and exfoliators, as well as vaseline and brushing them with a dry toothbrush but nothings working, any ideas?

Rather than brushing them with a dry toothbrush (ow!) try a wet toothbrush with a very little bit of toothpaste on, then keep them protected - Blistex will mend them in 24 hours if they're cracked, and just wear lippy/Body Shop lip balm/lipsalve on a regular basis. It just seems to be one of those things which some folks (like thee and me) get. Good luck

I get this when I am about to get a cold, and nothing seems to work. Maybe take some high dose vitamin C and some echinacea?
Germoline.  I can't recommned this enough as a general blemish correcter thingy.  You'll find it with stuff like Savlon in chemists. Just slap some on over night and see how wonderful it is.  It tastes horrible so you won't try and lip your lips and it's anti bacterial.  Also amazing on spots!
Try tried Nivea's Caregloss & Shine, I've found it really effective! 
L'Occitane pure shea butter. A little tin costs a fiver but lasts for ages and works really well
Hemp lip balm from bodyshop was recommended by my doc
