Banned from driving for a year and given suspended prison sentence for clinging on to a speeding car reaching speeds of 70mph and not even wearing a crash helmet?

How can he be banned from driving when he wasn't even in the car?

Is travelling on roller skates at speed not wearing a crash helmet or protective equipment also an offence?

How did they know he was wearing roller skates when they couldn't be seen?

At speeds of 70mph when the speedometer shows a speed of 60mph?

If he hadn't been wearing roller skates he would have went hotfoot to court.
You don't need to be in a car to break the speed limit. If he was on a skateboard doing 60mph in a 30 limit he should be done for speeding and probably due care and attention as well. It shouldn't affect his diving license though as you don't need a license for a skateboard.
You can be disqualified from driving for any offence, AOG. The offence does not have to be a motoring offence nor one committed on the highway. A good example of the use of this power is a burglar may be banned from driving if it is believed that driving helps him commit his offences.
