In checking my usually reliable sources, I find nothing definitive as to the origin of the supposed childhood rhyme. It is described as an oronym... a rhyming set of words that are often meaningless other than the sounds the words construct.
One source (Answers.com) has a lengthy but admittedly flimsy connection to a Kipling poem written in the late 1800's that references a battle and campaign against the Fuzzie Wuzzies in the Sudan. You can read the full article here: http://www.answers.com/topic/fuzzy-wuzzy ...
I had the last line as
'Fuzzy wuzzy wasn't fuzzy, was he?
the version that (i think) flows best is
fuzzy wuzzy was a bear
fuzzy wuzzy had no hair
if fuzzy wuzzy had no hair
he wasnt fuzzy wuzzy was he?
