HI I think the book you are referring to is the third in the series called "The Chronicals of Narnia" and it is called the Horse and His boy.  It is written my C.S Lewis.  The first is called "The maigician's nephew," then "The Lion the witch and the wardrobe" then "The horse and His Boy" then "The voyage of the dawntreader" then several more which escape me right now, but the last two are "the silver chair" and " the last battle".  You can read them in their own right as stories, but it is more fun to read the whole series and see the children's character's develop.  " The horse and His boy is one of my favourites".  Hope this helps, sorry if it isn't the one you are thinking of.  Happy reading.  BTW, they should be available at your local library.

Yes, Shasta was the talking horse in A Horse and His Boy by CS Lewis in his Chronicles of Narnia, some of the best fantasy books ever written (though they are actually thinly disguised Christian teachings).

There is some debate about which book is first in the series as Lion, Witch & The Wardrobe was written first with The Magician's Nephew coming next to last (even though chronologically it comes first as it explains the creation of Narnia). Personally, I preferred reading them in the order they were written as the Magician's Nephew is rather dull and is a poor introduction to the series. Personal faves were Voyage of the Dawn Treader and The Silver Chair.
