Are zebras white with black stripes or Black with white stripes?

The common believe is that the pelt is black with white stripes because even under the white hair the skin is black(ish), but that would be like calling a polar bear black with white hair. The stripes are the visual attribute so if we must describe the colour, they are white with black stripes, especially as most zebras are 70% white.
