Extra charges for car hire

There was a programme on BBC news this morning ( Sunday ) about avoiding the extra charges on car hire on holiday. Unfortunately I Missed it.
When we go on holiday to Jersey , we hire a car from the airport & we always have to pay between £60 & £70 extra for collision waver damage etc. . We have been told that you don't have to pay these extras but we don't know if this is in fact true, Can anyone help please ?

The chap on the telly this morning said he doesn't normally get the CDW, so was asked to shell out £750 up front on his credit card, to be paid back if he returned the car as he found it (rather than just give credit card details in case of damage). He also hired a car in Belfast, and was asked to pay an extra £11.50 to be checked with the DVLA as he had only brought the pink card and not also the green bit of his driving licence . He just said check the agreement before you hire really as you can avoid these charges.
