Marine fish. White Spot

We keep marine fish and they appear to have white spot. Its very powder like and seems better some days than others. Also it seems to improve as the day goes on so not sure if it is white spot. We have inverts in the tank and living rock so its difficult to treat with the usual remedies. We've raised the water temp, lowered salinity and fed them on garlic. Any other suggestions as to what it could be or how to treat greatly welcome. We have an emporer angel, 2 clowns, cleaner wrass, cleaner shrimp and a tang. The tank has been like this for several weeks and the fish do appear to be holding their own... thanks in advance x
