Can anyone recommend a dog coat that covers under the belly, my Shipoo is so low on the ground he picks up most of the muck on the roads and fields on his belly alone, when we go on walks.

This appears to be well-reviewed on Amazon. (Reading the Q&As suggests that you need to measure from the base of the neck to the tail on your Shih-poo, and then round up to the nearest available size, to get the best fit):
