Cat Temporarily Unable To Walk

My neighbour's female cat is well looked after but i noticed in the garden on a few occasions it meows in distress starts quivering and is unable to walk with the body stiffening-tbh it looks like it is in its death throes.But my neighbour says it happens to the cat because of cold weather.Anyone know more ???

It could be minor epileptic fits.
My beloved Biscuit (who's on my knee at the moment) had both minor fits (where he stayed on his feet but shook) and full-blown major ones (where he collapsed altogether and twitched violently) fairly often over a period of about a year and a half. They'd be accompanied by distressed miaowing for a while (although that would usually occur after the fits, rather than before them).
He seems absolutely fine nowadays though, having not had a fit for 19 months.
