I admit that I laughed at the thought of telling a cat not to go somewhere, I can't even get mine to not come to the bathroom with me.

I Googled your question and found this - https://www.mumsnet.com/Talk/the_litter_tray/2814503-Cats-and-railway-lines

I would like to think that your cat would have enough sense to avoid a railway line with all the noise and vibration, but they do manage to get themselves into some seriously stupid situations.

Good luck
Cats, being answerable to no-one will do as they please and live or not with the consequences.
Can't have it all ways.
You could keep him inside

Keep your cats indoors - the only way to ensure they are safe
Give them a timetable? ;)
I live right next to a railway line, touch wood my cats have never come to harm, they are wary of the tracks and can hear a train coming before I do!
Brought up in a house very near a railway and we always kept cats who roamed freely. Never had a problem - except that Sandy would regularly bring home baby rabbits from the railway bank.
