We have a cat that we think is a domestic long haired. We haven't changed his diet or done anything different but his fur looks greasy (it doesn't feel greasy) - is it because he's going to moult his winter coat or because he's turning into a grown-up (he's about to turn one)?

How old is he?

He's about to be one year old.
Perhaps he's been exploring under a car and got a bit of oil on himself.
Sounds like bath time and up the grooming a bit, if it didn't improve within a week check with the vet as there are a few conditions that can cause this. Very unlikely with a young puss though. Thyroid problems in older cats, and some food sensitivities.
