Cat constantly washing!

Please can someone help/suggest something before I go crazy! We have 2 cats {brothers} and in the last few months 1 of them has started to wash/scratch non-stop. He's been to the vets and been checked for fleas and neither the vet or us can see any but even so he has had every flea treatmant you can think of just in-case with no change at all. It literally is like he has OSD!! - he cannot walk around the house without constantly stopping and licking, slurping {horrible noise} sometimes biting or scratching.
Our other cat does not do this at all!
Please help!

It took me about 3 years to recover after the last (and only) time I tried to wash my cat.

i had to bathe murph once, once and only once, utter nightmare. but she washes herself all the time
Hi Chirpy, do your cats have plenty to do in the house, lots of toys etc to keep them occupied ? It could be boredom...do they go outdoors or are the kept indoors all the time ? How are his teeth - could be teeth problems if there is a lot of licking and slurping involved, have you watched this constant grooming to see if there are particular parts on him that he is licking ?
Chirpy is it possible he is being bullied by his brother, maybe at night or when you are out? This could be causing stress. Do you have a cat flap that can be accessed by other cats? Years ago I was at home and a strange cat came walking up the stairs towards me as bold as brass. My male cat had suddenly started spraying and this stranger coming in was the reason why. I got a magnetic cat flap that precluded any other than my own two cats entering the house. I feel for you as it would drive me mad, both for your cat's sake and for you. Obviously something not right - has it been going on for long?
